Starks, however, will attend the team's mandatory minicamp in June. The Dolphins used their franchise tag on Starks in early March, and the defensive lineman signed the tender a couple of weeks later.

The Dolphins currently are set to pay Starks $8.45 million for the season.

Starks started all 16 games for the Dolphins last season, and he recorded 4.5 sacks, 27 tackles and an interception.
