Cook sustained the injury in a third-quarter collision and had to be carted off the field.
"One of my favorite guys broke his leg," Harbaugh said in reference to Cook, according to the Baltimore Sun. "He's had a really good camp, and he's one of our most valuable special teams guys from last year. So, that was tough. I think it's in the lower leg, so it's a season-ending deal."
Safety Sean Considine also sustained a concussion that Harbaugh said the Ravens would monitor.
