CHARLOTTE, N.C. -- Thomas Davis, the Carolina Panthers' leading tackler, was inactive for Sunday's game against the Buffalo Bills because of a hamstring injury.
Starting fullback Brad Hoover also didn't dress for the Panthers because of lingering back pain.
The Bills had starting defensive tackle Kyle Williams available after he was listed as questionable with a shoulder injury. Roscoe Parrish, who plays wide receiver, is listed as the Bills' third quarterback.
The Bills had ruled quarterback Trent Edwards (concussion), safeties Donte Whitner (ankle) and Bryan Scott (ankle) and right tackle Jonathan Scott (ankle) out on Friday.
Landon Johnson started for Davis at weakside linebacker. Hoover practiced Friday, but he was scratched from the game, making rookie Tony Fiammetta Carolina's top fullback.
