Bills restucturing personnel department, hire two NFL vets

ORCHARD PARK, N.Y. -- The Buffalo Bills continued to restructure their personnel department Wednesday by hiring Tom Gibbons and Chuck Cook.

Gibbons becomes Buffalo's new pro personnel director, and Cook is the new director of college scouting. Both will report to assistant general manager Doug Whaley, who was promoted to director of player personnel last week after the team fired Tom Modrak.

Whaley reports to general manager Buddy Nix.

Gibbons was a college scout for the San Diego Chargers the past seven years after spending 12 seasons with the Bills as a college and pro scout starting in 1992.

Cook is a 27-year veteran in NFL scouting and was the director of college scouting for the Kansas City Chiefs from 1997 to 2008 and a scout for Miami the past three seasons.
