Lowery was injured in the second half of the Jaguars' 41-3 loss to the Chicago Bears on Sunday.
Lowery started all five of the Jaguars' games so far this season and recorded 18 tackles and three passes defensed. Second-year pro Chris Prosinski will take over for Lowery, Mularkey said.
