Bell has played all of his three-year career with the Buffalo Bills. He suffered a shoulder injury in Week 4 and didn't return until Week 13. He started all 16 games in 2010.
A source told the newspaper that the Packers are still considering free-agent defensive end Dave Tollefson, whose visit with the team ended without a deal being offered.
